Li'l Moe and Big Moe are found dead in the street, witnesses say a cop did it. It's true. Leaving the scene of the crime, Lewis 'Loop' Hughes is stopped by Agent Graves, with his usual proposition. He offers Loop an "opportunity" which involves Loop's father Curtis. Curtis walked out on his family when Loop was just a baby. He now works collecting protection money for Nino Rego, an Italian mobster, but this wasn't always the case.

Loop drops in on his father, gun in hand, but instead of gunplay, the Hughes family are reunited. Loop begins working with Curtis collecting protection. After  a month, a collection goes wrong and Loop shoots a store owner in the head with Graves' gun to protect Curtis. It transpires the store owner was dealing ecstasy. Loop and Curtis are interrupted by a bagman whilst trying to clean up. The bagman offers to stay silent, so they take his money and leave. Curtis advises Loop to lay low for a while until things blow over.

Later, Curtis is visited by Graves. It seems they have history, Curtis was chosen as a Minuteman, but the Trust refused him because he was black. Graves offers Curtis an attaché case. In it is a picture of a man, identifiable only by his Trust insignia on his jacket. Curtis refuses the job.

Curtis is called to see Nino and his female bodyguard Tommy Yi, a mini-dress wearing ninja. Curtis lies about the drug deal. Meanwhile, Loop is visited by his cousin Carlos and Carlos' girlfriend Sophie, loaded with money and on the lam from an incident in Miami.

Curtis is set up by Nino for lying about the drug deal. The bagman has spilled to Nino, who was behind the drug dealing all along. Curtis dies in an arson attack at a local bar. Ironically, Curtis was reluctantly burning the bar, belonging to a lady friend, to collect insurance for Nino. Loop arrives just as the bar explodes. Using the gun from Graves, Loop kills Nino's henchmen and intends to kill Nino but is badly beaten by Tommy Yi. In desperation, Loop slashes Tommy's throat with a broken bottle before killing Nino with a little help from Cutis' lady friend from the bar. Graves meets Loop outside Nino's and drives him home. Meanwhile, Lono is arriving in town and has a score to settle with someone.
